180 Excavator NVQ Level 2
Operate a 180 backhoe loader day in, day out? Turn that seat time into a nationally recognised NVQ — assessed on your own site, with no classroom and no test centre, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
The 180 — the wheeled backhoe loader — is the workhorse of utilities, groundworks and highways gangs: loading shovel on the front, excavator arm on the back, and road-legal between jobs. Because it digs, loads and travels, employers and card checkers want proof you can do all of it safely. This NVQ is that proof, built from your normal working day.
A CTG assessor visits your site and gathers evidence while you work: trenching and excavating around services, loading and backfilling with the front shovel, setting up safe digging areas, and talking through how you plan the work. Photos, witness statements and professional discussion complete the portfolio — assessor visits are included as standard.
The result is the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, with your 180 excavator units evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the 180 excavator units cover
The 180-degree excavator appears in both the Extracting Plant and Excavating Plant pathway groups of the Plant Operations Diploma. In practice that means one qualification route covers the machine’s real job: extracting and handling loose materials, and excavating ground — trenches, footings and service runs — where your work includes it.
Your certificate reflects the units you are registered for and evidenced on. It doesn’t automatically extend to other machines in those groups — if you also operate a 360 or a dumper, ask us about the right combination before enrolment.
Who this NVQ is for
Experienced 180 operators in groundworks, utilities, highways maintenance, housebuilding and agriculture-to-construction crossover work. You should be operating with minimal supervision and using the machine regularly at work. Typical evidence: excavating trenches near buried services with a permit and CAT scan, loading and placing materials with the front shovel, travelling and positioning on the public highway or site roads, backfilling and reinstating, and daily checks and defect reporting.
Entry requirements
No formal entry qualifications. You need to be working on a 180 now, with a live site where a CTG assessor can watch you operate. New to the machine? Start with operator training instead — the NVQ assesses competence you already have.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card. The application also requires the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG — we provide the qualification that supports it. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing checks machine skills — the route for new operators. The NVQ assesses the competence you already use at work and is the qualification CSCS looks for on the skilled route. Many 180 operators hold both. New to the machine? See the NPORS 180 Excavator course first, then come back for the NVQ once you’re working.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Extracting / Excavating Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Extracting / Excavating Plant pathway
- Preparing and Operating 180 degree Excavators to Extract and Excavate Ground and Loose Materials in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the 180 Excavator NVQ take?
Typically 4–8 weeks, driven by how quickly evidence can be gathered on your site.
I already hold an NPORS or CPCS operator card — do I still need the NVQ?
An operator card and an NVQ do different jobs. The NVQ is the qualification that supports the Blue Skilled Worker CSCS application and shows competence, not just training. Many employers now ask for both.
Does the assessment cover the front shovel as well as the backhoe?
Yes — evidence comes from the machine’s full working cycle, loading and excavating, as your registered units require.
Can my employer enrol the whole gang?
Yes, group enrolments on one site are straightforward. CITB-registered employers may also be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
