Asphalt Paver NVQ Level 2
Mat quality lives or dies with the paver operator. Turn your blacktop experience into a recognised NVQ — assessed during real shifts on your own machine, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
An asphalt paver never gets a second chance at temperature. Feed rate, screed setting, speed and joint planning all happen while the material cools — and the operator’s decisions show up in the mat for the next twenty years. This NVQ documents that competence from the work you already do on surfacing crews.
A CTG assessor joins your shift — day or night — and gathers evidence from real laying: receiving from the delivery fleet or shuttle buggy, holding line, level and mat thickness, managing joints and handwork areas around the machine, and coordinating with rollers behind you. Photos, witness statements and professional discussion complete the portfolio. Assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, with the asphalt paver unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the asphalt paver unit covers
Within the Plant Operations Diploma, the asphalt paver sits in the Laying and Distributing Plant pathway group — laying and distributing asphalt with paving equipment. Your certificate reflects this machine unit as registered and evidenced. If your role is the wider surfacing gang rather than the paver seat, the Tarmac NVQ — Laying Flexible Pavements under the Highways Maintenance qualification may fit better — one call and we’ll route you to the right one.
Who this NVQ is for
Experienced paver operators on highways surfacing, airfields, car parks and industrial hardstandings. You should be operating with minimal supervision and laying regularly. Typical evidence: screed setup for the specified course and thickness, managing hopper feed and material temperature, holding line and level on manual or automatic grade control, planning and forming longitudinal and transverse joints, working with the roller train, and end-of-shift cleaning and checks.
Entry requirements
No formal entry qualifications. You need to be operating an asphalt paver at work now, on jobs a CTG assessor can attend — day or night shifts both work. Novices should complete machine training first; the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies machine skills; the NVQ proves the competence you already use on shift and supports the Blue CSCS application. New to pavers? See NPORS paver training via our NPORS courses first, then return for the NVQ once you’re laying.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Laying and Distributing Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Laying and Distributing Plant pathway
- Preparing and Operating Asphalt Pavers to Lay and Distribute Materials in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Asphalt Paver NVQ take?
Typically 4–8 weeks. Surfacing crews lay often, so evidence builds quickly.
We work nights on the network — can assessment happen then?
Yes. Night shifts and closures are standard territory for our assessors; tell us your programme and we’ll match it.
Does motorway work under traffic management need anything extra?
Only the site’s normal requirements — your assessor holds the tickets to come to you. The TM environment itself is good evidence of safe working.
Can the gang enrol together — paver, rollers, dumper?
Yes, each on their correct unit or qualification in one visit plan. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
What card does this NVQ lead to?
