Concrete Paver NVQ Level 2
Slipform and fixed-form paving is unforgiving — once it’s down, it’s down. This NVQ proves you lay it right, assessed from your own pours on site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Concrete pavers lay the surfaces that take the hardest use — airfield aprons, motorway slabs, hardstandings and barrier runs. The operator controls head of material, vibration, line and level while the concrete only offers one chance to get it right. This NVQ is the recognised, work-based proof of that competence.
Assessment fits round your pours. A CTG assessor attends your site, observes the machine being set, fed and steered through real production, and talks through how you manage mix consistency, stringlines or 3D guidance, and the crew around the machine. Photos and witness statements complete the portfolio — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, with the concrete paver unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the concrete paver unit covers
Within the Plant Operations Diploma, the concrete paver sits in the Laying and Distributing Plant pathway group — laying and distributing concrete with paving equipment. Your certificate reflects this unit as registered and evidenced. It’s separate from the asphalt paver unit, and paving-machine work is also distinct from the hand-laid Structural Concreting NVQ and Concrete Finisher NVQ qualifications — call us if your role mixes them and we’ll register you correctly.
Who this NVQ is for
Experienced concrete paver operators on airfield, highway, distribution park and specialist slab work. You should be operating with minimal supervision and paving regularly. Typical evidence: pre-pour machine setup and calibration, managing head of concrete and feed rate with the batching/delivery team, holding line and level from stringline or machine control, coordinating vibration and finish behind the pan, planned stops and construction joints, and end-of-shift wash-down and checks.
Entry requirements
No formal entry qualifications. You need to be operating a concrete paver at work, on pours a CTG assessor can attend. New to paving machines? Complete operator training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies machine skills; the NVQ proves the competence you already use in production and supports the Blue CSCS application. New to the machine? Ask about NPORS paver training first via our NPORS courses, then return for the NVQ once you’re working.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Laying and Distributing Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Laying and Distributing Plant pathway
- Preparing and Operating Concrete Pavers to Lay and Distribute Materials in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Concrete Paver NVQ take?
Typically 4–8 weeks, planned around your paving programme so the assessor sees genuine production.
Concrete paving jobs are infrequent — what if there’s a gap?
We schedule observation for your pour dates and fill gaps with professional discussion and witness evidence from recent jobs. Long gaps just stretch the plan, they don’t fail it.
Slipform or fixed-form — does the machine type matter?
Both are valid, because the unit assesses laying and distributing concrete with the paving equipment you actually use.
Can the paving crew enrol together?
Yes — operators register on the paver unit; finishers and concreters have their own qualifications we can run alongside. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
