Level 7 Construction Senior Management NVQ — Commercial
Commercial directors carry the margin, the risk book and the client relationships. The Commercial pathway recognises that leadership at Level 7 — evidenced from your role, assessed around it, on the typical route to the Black Manager CSCS card. It costs £1,400 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Black Manager card.
Qualification Overview
Senior commercial leaders decide what the business bids, signs and defends: tender strategy, contract risk, cost and value across a portfolio, disputes that never reach the board because they were managed early. Many built that judgement over decades without a postgraduate certificate to show for it. The Level 7 Commercial pathway recognises the competence itself, from the role you already hold.
Assessment fits an executive diary: a CTG assessor reviews your genuine commercial leadership outputs — strategies, reports, negotiations, governance — with professional discussion and witness testimony. No exams, no classroom, and assessor engagement is included as standard.
You achieve the GQA Level 7 NVQ Diploma in Construction Senior Management, qualification code 601/8902/2, through the Commercial pathway — the typical qualification route to the Black Manager CSCS card.

Commercial or Production — the two pathways
The Level 7 qualification has two formal pathways. Commercial — this page — serves commercial directors and senior commercial leaders. The Production pathway serves delivery-side directors. See the parent qualification page; one conversation confirms which pathway your role evidences. Senior QSs and commercial managers below director level may fit the Level 6 Contracting Operations Management NVQ.
Who this NVQ is for
Commercial directors, heads of commercial and senior commercial leaders in contracting organisations. Your role should carry organisational accountability. Typical evidence: setting commercial strategy and governance, leading tender and contract decisions, managing portfolio cost, value and risk, leading commercial teams and their development, dispute avoidance and resolution at senior level, and board reporting.
Entry requirements
No formal entry qualifications and no degree required. Your current role must genuinely operate at senior commercial level with evidence a CTG assessor can review — we confirm the honest fit before you enrol.
CSCS card route
This Level 7 NVQ is the typical qualification for the Black Manager CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.

Frequently asked questions
How long does the Level 7 Commercial NVQ take?
Typically 4–8 weeks — your existing commercial outputs carry most of the evidence.
I’m a senior QS heading for director — this level or Level 6?
If your accountability is organisational, Level 7; if it’s project-portfolio commercial management, the Level 6 route may fit better. We advise honestly at enrolment.
Is commercially sensitive evidence a problem?
No — portfolios respect confidentiality, evidence can be redacted, and assessors work under the awarding body’s confidentiality requirements.
Can our leadership team enrol together?
Yes — commercial and production directors run through their pathways in parallel cleanly.

Entry requirements
You hold senior or strategic responsibility across projects or the business.
To start Level 7 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
