Construction Tractor NVQ Level 2
Tractor and towed kit — bowsers, dust suppression, trailers, brooms — doing construction work, not farming. Prove your competence with a work-based NVQ assessed on site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Tractors are everywhere on big earthworks and infrastructure jobs — towing water bowsers for dust suppression, dust carts and brooms, fuel and material trailers — often on the same haul roads as loaded dump trucks. Operating a tractor-and-trailer combination in that environment is construction plant work, and this NVQ evidences it as such, from the non-agricultural duties you already perform.
A CTG assessor visits your site, observes real towing and equipment operation, and gathers photos, witness statements and professional discussion covering hitching, braking systems and haul-road behaviour. No exams, no classroom — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the tractor-with-towed-equipment unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the tractor unit covers
Within the Plant Operations Certificate, this unit covers operating tractors with towed equipment for non-agricultural construction activities — transporting, distributing and supporting site operations. Your certificate reflects this unit as registered and evidenced. Self-propelled bowsers have their own unit (Self-Propelled Bowser NVQ), and farm work doesn’t count as evidence — the setting must be construction.
Who this NVQ is for
Experienced tractor operators on earthworks, infrastructure and large development sites. You should be operating with minimal supervision on regular site duties. Typical evidence: hitching and unhitching towed equipment with brakes and lights proven, towing bowsers and trailers on haul roads among heavy plant, dust suppression and road-sweeping runs, loading and distributing materials, gradient and ground judgement, and daily checks of tractor and towed kit.
Entry requirements
No formal entry qualifications. You must currently operate a tractor with towed equipment on construction work, somewhere a CTG assessor can visit. New operators should complete training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills; the NVQ proves the competence you already use on site and supports the Blue CSCS application. Training stage? See the NPORS Tractor course and Tractor-Mounted Equipment categories, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Transporting Loads Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Transporting Loads Plant pathway
- Preparing and Operating Agricultural-based Tractors for Non-agricultural Activities in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Construction Tractor NVQ take?
Typically 4–8 weeks, following your site duties.
I drive tractors on farms too — can that evidence count?
No — this is a construction qualification, so evidence comes from construction activities. Your farm experience helps your skill, not your portfolio.
Dust suppression is most of my day — is that enough?
Bowser runs, sweeping and support duties across a live earthworks job usually give plenty of range. Your assessor confirms coverage at induction.
Can plant operators on the same job enrol together?
Yes — tractor, dump truck and shovel operators can share one visit plan. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
