Container Handler NVQ Level 2
Stacking thirty tonnes at height calls for proof, not promises. This work-based NVQ evidences your container-handling competence on your own plant, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Container handlers move site accommodation, storage units and freight boxes that weigh as much as loaded trucks — lifting them high, travelling with them, and setting them down within centimetres. On construction logistics hubs and major project yards, that competence keeps people and programme safe. This NVQ documents it from your normal yard shifts.
A CTG assessor visits your yard or site, observes real container moves — picking, travelling, stacking, loading out — and gathers photos, witness statements and professional discussion about stability, visibility and segregation. No exams and no classroom, and assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the container handler unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the container handler unit covers
Within the Plant Operations Certificate, the container handler unit covers operating container-handling plant to lift and transfer containers. Your certificate reflects this unit as registered and evidenced. Masted forklifts, sideloaders and telehandlers moving general loads are separate units — see the Counterbalance Forklift NVQ and Sideloader Forklift NVQ if that’s your machine.
Who this NVQ is for
Experienced container handler and reach stacker operators on construction logistics hubs, cabin and container hire yards, rail freight and project laydown areas. You should be operating with minimal supervision. Typical evidence: pre-use inspections of spreader or lifting attachment, verifying container weights against capacity at reach, engaging twistlocks and confirming locks, travelling with containers at safe height, stacking to yard plan with sightlines managed, and loading and unloading vehicles squarely.
Entry requirements
No formal entry qualifications. You must currently operate container-handling plant at work, somewhere a CTG assessor can attend. New operators should complete machine training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills; the NVQ proves the competence you already use in the yard and supports the Blue CSCS application. At the training stage? See the NPORS Container Handler course first, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Cranes and Specialist Lifting Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Cranes and Specialist Lifting Plant pathway
- Preparing and Operating Container Handlers to Lift and Transfer Loads in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Container Handler NVQ take?
Typically 4–8 weeks, with daily yard work providing steady evidence.
Our yard serves rail freight as well as construction — does that matter?
No — the competence is the same. Call us and we’ll confirm your setting fits the construction qualification before enrolment.
Reach stacker or dedicated container forklift — both valid?
Evidence comes from the container-handling plant you actually operate. Tell us the machine at induction and registration will match it.
Can several yard operators enrol together?
Yes — one visit plan covers the team. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
