Counterbalance Forklift NVQ Level 2
Thousands of pallet moves without incident is a skill worth certifying. This work-based NVQ proves your counterbalance competence where you work, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
The counterbalance truck is the machine everyone thinks is simple until they watch a good operator work a full yard — stacking high, loading wagons square, threading racking aisles with people about. On construction yards, merchants and fabrication shops, that consistency is the difference between flow and damage. This NVQ turns it into a recognised qualification.
Assessment happens in your own workplace. A CTG assessor observes real load handling — picking, stacking, vehicle loading — checks your inspection routine, and gathers photos, witness statements and professional discussion. No exams, no classroom, and assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the industrial forklift truck unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the industrial forklift unit covers
Within the Plant Operations Certificate, the industrial forklift truck unit covers operating counterbalance trucks to lift and transfer loads. Your certificate reflects this unit as registered and evidenced. Telescopic handlers (Telehandler NVQ), reach trucks (Reach Truck NVQ) and rough-terrain masted machines (Rough-Terrain Masted Forklift NVQ) are separate units — register on the machine you actually operate.
Who this NVQ is for
Experienced counterbalance operators in construction yards, builders merchants, precast and fabrication works and site stores. You should be operating with minimal supervision daily. Typical evidence: pre-shift checks and defect reporting, assessing loads and pallet condition before lifting, stacking and de-stacking at height, loading and unloading vehicles evenly, travelling safely among pedestrians with visibility managed, and battery or fuel care.
Entry requirements
No formal entry qualifications. You must currently operate a counterbalance forklift at work, somewhere a CTG assessor can attend. New operators should complete forklift training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS (or RTITB/ITSSAR-style) training certifies operating skills; the NVQ proves the competence you already use every shift and supports the Blue CSCS application. Training stage? Start with the NPORS Counterbalance Forklift course, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Fork-lift Trucks pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Fork-lift Trucks pathway
- Preparing and operating industrial forklift trucks to lift and transfer loads in the workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Counterbalance Forklift NVQ take?
Typically 4–8 weeks — high-frequency pallet work builds evidence fastest of all.
I already hold a forklift licence/certificate — why the NVQ?
Training certificates show you were trained; the NVQ shows you’re competent in your actual workplace, and it’s the qualification the CSCS skilled route recognises. They work together.
Our yard serves construction but isn’t a site — does it qualify?
Construction yards, merchants and works supplying construction typically fit. Call us and we’ll confirm before you enrol rather than find out later.
Can several drivers enrol together?
Yes — one visit plan covers the team. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
