Plant and Vehicle Marshaller NVQ Level 2
Every reversing wagon and slewing machine relies on the marshaller’s signals. Prove your competence directing plant and vehicle movements with a work-based NVQ assessed on your site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Plant-people interfaces cause some of construction’s worst accidents, which is why sites put a trained marshaller — plant marshaller, vehicle marshaller, movement guide, whatever your site calls the role — between moving machines and everyone else. Preparing routes, controlling movements, guiding reversing vehicles: it’s a competence, and this NVQ evidences it from the work you already do.
A CTG assessor visits your site, observes you preparing for and directing real movements, and gathers photos, witness statements and professional discussion covering signals, exclusion zones and communication with drivers. No exams, no classroom — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the plant and vehicle movement guide unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the movement guide unit covers
Within the Plant Operations Certificate, the Movement Guide pathway covers preparing for, directing and guiding the movement of vehicles, plant and machinery. It is a plant-movement qualification: it is not automatically equivalent to every banksman qualification or card scheme requirement, and slinging loads under cranes is the separate Slinger Signaller NVQ. Your certificate reflects only the unit evidenced.
Who this NVQ is for
Experienced marshallers on sites with heavy delivery and plant traffic — logistics gates, earthworks, demolition and city-centre jobs. You should be performing the role regularly with minimal supervision. Typical evidence: checking and preparing movement routes, agreeing signals with drivers before movements, guiding reversing vehicles to tipping and loading points, holding pedestrian exclusion during movements, managing gate and delivery sequencing, and stopping movements when control is lost.
Entry requirements
No formal entry qualifications. You must currently work as a marshaller/movement guide, on a site a CTG assessor can visit. If you’re new to the role, complete marshaller training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG, and individual card schemes set their own banksman/marshaller requirements — we’ll tell you honestly what this NVQ supports for your scheme. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies the skills (Vehicle Marshaller/Banksman is NPORS category N403); the NVQ proves ongoing workplace competence and supports the Blue CSCS application. Training stage? Start with the NPORS Vehicle Marshaller course, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Movement Guidance pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Movement Guidance pathway
- Preparing to and directing and guiding the movement of vehicles, plant or machinery in the workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Plant & Vehicle Marshaller NVQ take?
Typically 4–8 weeks — busy gates and haul roads provide daily evidence.
Is marshalling my whole job, or can it be part of a wider role?
Part-role is fine if you genuinely marshal regularly — traffic marshals on logistics teams commonly qualify this way.
Does this make me a crane banksman?
No — directing crane loads is slinger/signaller work with its own NVQ. This qualification covers plant and vehicle movements. Many logistics staff hold both.
Can our logistics team enrol together?
Yes — marshallers, hoist and gate staff can share a visit plan on their correct routes. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
