Rough-Terrain Masted Forklift NVQ Level 2
Forks on mud are a different trade from forks on concrete. Prove your rough-terrain competence with a work-based NVQ assessed on your own site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Rough-terrain masted forklifts feed sites that would swallow a warehouse truck whole — rutted haul routes, slopes, half-made hardstandings. The operator judges ground and gradient with every load, because a masted machine on soft ground gives little warning. This NVQ documents that site-bred competence from your normal working day.
A CTG assessor visits your site, observes real load handling across real ground, and gathers photos, witness statements and professional discussion about capacity, stability and travel routes. No exams and no classroom — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the rough-terrain masted forklift unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the rough-terrain masted forklift unit covers
Within the Plant Operations Certificate, this unit sits in the Forklift Trucks pathway group — lifting and transferring loads with a masted rough-terrain machine. Your certificate reflects this unit as registered and evidenced. Telescopic handlers are a different unit with a live page at Telehandler NVQ, and industrial counterbalance trucks have the Counterbalance Forklift NVQ — tell us your machine and we’ll register the right one.
Who this NVQ is for
Experienced RT masted forklift operators on housebuilding sites, builders merchants’ site deliveries, agriculture-to-construction work and groundworks supply. You should be operating with minimal supervision. Typical evidence: daily checks including mast, chains and tyres, assessing ground and gradients before travel, picking and placing palletised loads on uneven standing, loading and unloading delivery vehicles, travelling with loads at correct mast tilt and height, and refuelling and securing the machine.
Entry requirements
No formal entry qualifications. You must currently operate a rough-terrain masted forklift at work, on a site a CTG assessor can visit. Novices should complete forklift training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills; the NVQ proves the competence you already use on site and supports the Blue CSCS application. New to the machine? Start with the NPORS Rough Terrain Forklift course, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Fork-lift Trucks pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Fork-lift Trucks pathway
- Preparing and Operating Rough Terrain Masted Forklifts to Lift and Transfer Loads in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Rough-Terrain Forklift NVQ take?
Typically 4–8 weeks — daily material movements build evidence quickly.
Is this the right NVQ if I drive a telehandler?
No — telescopic handlers are their own unit with an existing page: Telehandler NVQ. This one is for masted machines.
I move between plots on a housing site all day — good evidence?
Ideal. Varied ground, part-made roads and tight plot access show exactly the judgement the unit assesses.
Can my employer enrol the forklift and telehandler drivers together?
Yes — each registers on their correct unit in one plan. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
