Scissor Lift NVQ Level 2
Working at height on a scissor platform every day? Turn that experience into a recognised NVQ — assessed on your own machine on site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Scissor lifts put whole work crews at height, which is exactly why competent operation matters: ground assessment before elevation, harness policy on the platform, overhead hazards, and the discipline never to travel elevated where the machine or ground forbids it. This NVQ documents that competence from the platform work you already do.
A CTG assessor visits your site, observes real preparation and operation — familiarisation checks, elevation at the work face, repositioning — and gathers photos, witness statements and professional discussion. No exams, no classroom, and assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the scissor-type MEWP unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the scissor MEWP unit covers
Within the Plant Operations Certificate, the scissor-type MEWP unit sits in the Work Platforms pathway group — preparing and operating scissor lifts. Boom-type platforms and mast climbers are separate units — see the Boom Lift NVQ and Mast Climber NVQ. Cladding installers who use MEWPs as part of their trade may be better served by an optional unit within the Cladding NVQ — call us and we’ll route you honestly.
Who this NVQ is for
Experienced scissor lift operators in steel erection support, M&E installation, cladding and fit-out, and maintenance work on construction sites. You should be operating with minimal supervision. Typical evidence: pre-use and function checks, assessing ground and floor loadings before elevating, setting exclusion below the platform, working at the face with harness policy applied, safe repositioning, and charging, refuelling and shutdown routines.
Entry requirements
No formal entry qualifications. You must currently operate scissor lifts at work, on a site a CTG assessor can visit. New operators should complete MEWP training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. IPAF and similar cards certify training separately — CSCS issues its cards, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS (or IPAF) training certifies platform skills — the entry route. The NVQ proves the competence you already use daily and supports the Blue CSCS application. Training stage? Start with the NPORS Scissor MEWP course, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Accessing Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Accessing Plant pathway
- Preparing and Operating Scissor-type Mobile Elevating Work Platforms – MEWP – in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Scissor Lift NVQ take?
Typically 4–8 weeks — daily platform use builds evidence quickly.
I hold an IPAF card — do I still need the NVQ?
They do different jobs: IPAF shows training, the NVQ shows workplace competence and is what the CSCS skilled route recognises. Many operators hold both.
I use both scissors and booms — one NVQ or two?
They’re separate units. Tell us your genuine machine time and we’ll register what reflects your work — see the Boom Lift NVQ.
Can our fit-out crew enrol together?
Yes — platform operators register here while trades take their own NVQs; one call maps the crew. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
