Skip Handler NVQ Level 2
Chains on, skip up, public two metres away — skip handling is lifting work with an audience. Prove your competence with a work-based NVQ assessed on your rounds, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Skip vehicles lift serious weight in the least controlled environments in construction — narrow streets, live sites, overhead lines, pedestrians who don’t look up. A competent skip handler reads all of it before the chains go tight. This NVQ turns that daily judgement into a recognised qualification, evidenced from your normal collections and deliveries.
A CTG assessor meets you on your rounds, observes real skip lifts and exchanges, and gathers photos, witness statements and professional discussion about positioning, stability and public protection. No exams, no classroom — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the skip handler unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the skip handler unit covers
Within the Plant Operations Certificate, the skip handler unit covers operating skip-handling equipment to lift and transfer skips and loads. Your certificate reflects this unit as registered and evidenced. Hook loaders and roll-on/roll-off vehicles differ mechanically — tell us your vehicle type at enrolment so registration matches what you actually operate; lorry-mounted cranes are the separate Lorry Loader NVQ.
Who this NVQ is for
Experienced skip vehicle operators serving construction sites, waste and recycling operations. You should be operating with minimal supervision on daily collections. Typical evidence: positioning the vehicle for the lift with traffic and pedestrians managed, checking chains and attachment points, lifting and landing skips level and controlled, exchanging full for empty on tight sites, sheeting loads where required, and daily vehicle and equipment checks.
Entry requirements
No formal entry qualifications. You must currently operate a skip handler at work, on rounds a CTG assessor can join. New to the vehicle? Complete operator training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills; the NVQ proves the competence you already show on every lift and supports the Blue CSCS application. At the training stage? See the NPORS Skip Loader course first, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Cranes and Specialist Lifting Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Cranes and Specialist Lifting Plant pathway
- Preparing and Operating Skip Handlers to Lift and Transfer Loads in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Skip Handler NVQ take?
Typically 4–8 weeks — a normal round gives more lift evidence in a day than most machines give in a week.
I drive a hook loader some days — same NVQ?
Possibly a different unit registration. Tell us the vehicles you operate and we’ll map the right route — see also the NPORS Hook Loader category for the training side.
Do street lifts with the public around make assessment harder?
They make it better — managing the public, parked cars and overheads is exactly the competence the unit describes.
Can our yard enrol several drivers?
Yes — fleet enrolments are routine. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
