Soil Stabiliser NVQ Level 2
Stabilisation is engineering, not just spreading — and the operator makes it work. Prove your competence with a work-based NVQ assessed on your own site, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Soil stabilisation turns poor ground into engineered material — mixing lime or cement binders into the existing soil instead of digging it out and carting it away. It saves clients thousands of lorry movements, but only when the operator gets depth, dosage and mixing right, pass after pass. This NVQ is the recognised proof that you do.
A CTG assessor visits your scheme and gathers evidence from your normal production: working with the spreader to planned dosage rates, mixing to specified depth, coordinating with rollers and graders behind you, and managing dust and exclusion zones. Photos, witness statements and professional discussion complete the portfolio. Assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, with the soil stabiliser unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the soil stabiliser unit covers
Within the Plant Operations Diploma, the soil stabiliser sits in the Laying and Distributing Plant pathway group — mixing, laying and distributing stabilising materials. Your certificate reflects this unit as registered and evidenced; it doesn’t automatically cover pavers, graders or rollers working in the same train. Operate those too? Ask us about the right unit combination at enrolment.
Who this NVQ is for
Experienced stabiliser/recycler operators on earthworks, highways, airfield and development platform schemes. You should be operating with minimal supervision and running production regularly. Typical evidence: pre-start checks on rotor and teeth, confirming binder spread rates against the mix design, mixing to consistent depth on line, matching passes without misses or overlaps, working in convoy with spreaders and compaction plant, and managing visibility, dust and people around the machine.
Entry requirements
No formal entry qualifications. You must be operating stabilisation plant at work now, on a scheme a CTG assessor can visit. Novice operators should train on the machine first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies machine skills; the NVQ proves the competence you already use in production and supports the Blue CSCS application. New to stabilisation plant? Ask us about the NPORS route (Soil Stabiliser) first, then return for the NVQ once you’re working — see all NPORS courses.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Laying and Distributing Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Laying and Distributing Plant pathway
- Preparing and Operating Soil Stabilisers to Lay and Distribute Materials in the Workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Soil Stabiliser NVQ take?
Typically 4–8 weeks. Stabilisation campaigns are weather-sensitive, so we plan visits inside your production windows.
Our work is seasonal and moves regionally — is that workable?
Yes. National assessor coverage means we follow the scheme, not the postcode.
Does evidence from recycling passes (pulverising existing pavements) count?
Where your machine and role genuinely perform that work, it can support the unit — your assessor confirms what maps at induction.
Can the whole stabilisation train be enrolled together?
Yes — stabiliser, spreader and roller operators can each be registered on their correct units in one visit plan. CITB-registered employers may be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
What card does this NVQ lead to?
Leads to the Blue CSCS Skilled Worker card
On completion you can apply for the Blue CSCS Skilled Worker card, proving competence in your trade.
