Tower Crane NVQ Level 2
Every load over the site goes through your hands. Prove your competence in the cab with a work-based NVQ assessed from real lifts — no classroom, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Tower crane operators run the busiest lifting station on any high-rise or major build — often blind lifting on radio signals, always inside wind limits, and always with the whole site below the hook. Main contractors and crane hire desks increasingly ask for an NVQ behind the operator ticket. This qualification is exactly that, gathered from your normal shifts in the cab.
A CTG assessor attends your site and builds evidence from real operations: pre-use checks and climb-up inspections, duty checks against the load chart, lifts to the slinger/signaller’s instructions including blind lifts, anti-collision and zoning system use where fitted, and putting the crane out of service to weathervane. Photos, witness statements and professional discussion complete the portfolio — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, with the tower crane unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the tower crane unit covers
Within the Plant Operations Diploma, the tower crane sits in the Cranes and Specialist Lifting Plant pathway group — lifting and transferring loads. Your certificate reflects this unit as registered and evidenced. Operate by remote control from the ground rather than the cab? That’s a separate unit under the Plant Operations Certificate — see the Remote-Controlled Tower Crane NVQ. Self-erectors and other crane types also have their own routes — one call and we’ll register you on the right unit.
Who this NVQ is for
Experienced cab-operated tower crane operators on high-rise, commercial and infrastructure sites. You should be operating with minimal supervision and lifting daily. Typical evidence: climb-up and pre-use inspections, configuring and confirming duties, executing planned lifts including blind lifts on radio, coordinating with slinger/signallers and the lift supervisor, responding to wind and weather limits, and out-of-service procedures at shift end.
Entry requirements
No formal entry qualifications. You must currently operate a tower crane, on a site where a CTG assessor can attend lifts. New operators should complete training and testing first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. Crane operators’ card routes can also involve CPCS/NPORS operator categories — the card schemes decide outcomes, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills — the route onto the crane. The NVQ proves workplace competence and is what card schemes typically ask for to move from trained to competent operator grade. Not in the cab yet? Start with the NPORS Tower Crane course, then return for the NVQ once you’re working.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Cranes and Specialist Lifting Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Cranes and Specialist Lifting Plant pathway
- Preparing and operating tower cranes to lift and transfer loads in the workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Tower Crane NVQ take?
Typically 4–8 weeks — tower cranes lift daily, so evidence builds fast.
Will the NVQ upgrade my trained operator card?
An achieved NVQ is what the card schemes typically require for the competent operator grade. We confirm the exact route for your scheme at enrolment rather than promising card outcomes.
How does the assessor observe me at the top of a tower crane?
Observation combines ground-level viewing of the lifts, radio communications, your inspection records and professional discussion — climbing the tower isn’t required for valid evidence.
I operate a self-erecting tower crane — same NVQ?
Self-erectors and remote-controlled cranes map to different units. Tell us your machine and control type and we’ll register the correct route — see also the Remote-Controlled Tower Crane NVQ.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
