Vacuum Excavator NVQ Level 2
Safe-dig is your trade — prove it. A work-based NVQ for suction and vacuum excavator operators, assessed on your own jobs around live services, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Vacuum and suction excavators exist because a bucket near a gas main is a bad idea. Clients bring them in precisely where the risk is highest — exposing live cables, mains and fibre, potholing for confirmations, and clearing arisings in congested ground. That makes the operator’s competence the whole point of the machine, and this NVQ is the recognised way to prove it.
The qualification is assessed entirely from your normal work. A CTG assessor visits your jobs, observes you setting up, operating the boom and managing the dig around exposed services, and builds the portfolio with photos, professional discussion and witness statements. No classroom, no test centre, and assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X. This one route covers both vacuum excavation units — extracting materials and excavating around buried services and structures — and is the typical qualification route to the Blue Skilled Worker CSCS card.

What the vacuum excavation units cover
The Plant Operations Diploma contains two suction/vacuum excavation units: extracting ground and loose materials, and excavating around buried services and structures. This single qualification route covers both, evidenced from the work you actually do. Your certificate reflects the units you’re registered for — it doesn’t automatically cover conventional excavators or other extraction plant.
Who this NVQ is for
Experienced suction/vacuum excavator operators in utilities, rail, highways, airports and city-centre works. You should be operating with minimal supervision, with regular access to the machine at work. Typical evidence: reviewing service records and permits, scanning and marking, setting up the machine and exclusion zone, controlled excavation over live assets, air-lance or hand-tool assistance at the face, spoil tank management and tipping, and end-of-shift checks and cleaning.
Entry requirements
No formal entry qualifications. You need to be operating a vacuum excavator at work now, on live jobs a CTG assessor can attend. Novice operators should complete machine training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, alongside the relevant CITB Health, Safety & Environment test. CSCS issues the card, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies machine skills — the entry route for new operators. The NVQ proves workplace competence and is the qualification CSCS looks for on the skilled route. Not on the machine yet? Start with the NPORS Vacuum Excavator course, then return for the NVQ once you’re working.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Diploma in Plant Operations (Construction), qualification code 601/0403/X, through two mandatory units plus the optional machine units for the plant you operate — drawn from the Extracting / Excavating Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine units — Extracting / Excavating Plant pathway
- Preparing and operating suction and vacuum excavators to extract in the workplace
- Preparing and operating suction and vacuum excavators to excavate in the workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Vacuum Excavator NVQ take?
Most operators complete in 4–8 weeks, depending on job availability for observation.
Do night shifts and possessions work for assessment?
Yes — rail possessions and night works are normal territory for our assessors. Tell us your patterns and we plan around them.
Does evidence from potholing and trial holes count?
Absolutely — exposing services for confirmation is core evidence for the excavating-around-services unit.
Can my employer enrol the whole crew?
Yes. CITB-registered employers may also be able to claim a grant towards Level 2 Plant Operations NVQs — see our funding page.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
