Tarmac NVQ – Laying Flexible Pavements (Level 2)

GQA Level 2 NVQ — Laying Flexible Pavements

Tarmac NVQ — Laying Flexible Pavements (Level 2)

Get qualified as a tarmacer with the GQA-awarded Level 2 NVQ Diploma in Construction Operations — Laying Flexible Pavements. This is the recognised competence route for tarmac and road surfacing operatives, supporting the Blue Skilled Worker CSCS card.

What is the tarmac NVQ?

The Level 2 NVQ in Laying Flexible Pavements is a work-based tarmac qualification for operatives who lay and finish flexible surfacing — base course, binder course and wearing course. Rather than a classroom exam, it evidences the tarmac laying skills you already use on site: setting out, laying to line and level, joint forming, compaction and finishing.

It is the standard competence qualification for tarmacers and road surfacing operatives, and it is the route most operatives take to move off a temporary card and onto a full skilled-worker CSCS card.

Who this tarmac qualification is for

This NVQ is for working tarmac and surfacing operatives — tarmacers, rakers, and paver/roller hands — who are already carrying out flexible pavement work and need to prove their competence. You should be working on tarmac laying so your assessor can gather genuine on-site evidence.

Leads to the Blue Skilled Worker CSCS card

With this NVQ and a valid HS&E test or approved alternative, tarmac operatives can apply for the Blue Skilled Worker CSCS card. Card approval is handled by the CSCS scheme and is not guaranteed by the qualification alone.

What the tarmac NVQ covers

Base course

Laying and compacting the structural base layer to the correct line, level and specification.

Binder course

Laying the binder (regulating) course, forming joints and preparing for the surface layer.

Wearing course

Laying and finishing the wearing (surface) course to a durable, compliant finish.

Safe working

Working safely around plant, traffic management and other operatives on live surfacing sites.

How assessment works

1

Tell us about your tarmac work — the surfacing you carry out and the card you’re aiming for.

2

We confirm the GQA-awarded Level 2 NVQ and explain the evidence you’ll need.

3

Assessment is arranged around your work — on-site where suitable, with remote evidence used where appropriate.

4

Portfolio completed; with a valid HS&E test you can apply for the Blue Skilled Worker CSCS card.

Timescale is guidance only and depends on your experience and how quickly evidence can be gathered.

Entry requirements & evidence

  • You should be actively carrying out tarmac / flexible pavement work on site
  • A work-based portfolio is built from observation, witness testimony and professional discussion
  • Photographic and site evidence of your surfacing work supports the assessment

CSCS note: the correct NVQ together with a valid HS&E test or approved alternative supports the Blue Skilled Worker card route. Card approval is handled by the CSCS scheme.

Employers & surfacing gangs

Running a surfacing gang or tarmac crew? We can enrol your whole team on the Level 2 Laying Flexible Pavements NVQ together and coordinate assessment around your programme. Send us your list of operatives and required cards and we’ll map the fastest compliant route.
