Remote-Controlled Tower Crane NVQ Level 2
Operating the tower crane from the ground changes everything about how you see the lift. This NVQ proves your remote-operation competence from real work, on the typical route to the Blue Skilled Worker CSCS card. It costs £750 fixed with no VAT, typically takes 4–8 weeks with assessment carried out remotely or on site from your normal work — no exams, no classroom, and leads to the Blue Skilled Worker card.
Qualification Overview
Remote-controlled tower cranes — most self-erectors and a growing number of city cranes — put the operator on the ground, often doubling as the slinger’s closest colleague. The judgement is different from cab work: you position yourself for sightlines, walk with the load, and manage the console while managing the exclusion zone around you. This NVQ evidences that specific competence from your normal lifts.
A CTG assessor attends your site, observes remote-operated lifting through real work, and gathers photos, witness statements and professional discussion covering duties, wind limits, console handover and out-of-service procedures. No exams, no classroom — assessor visits are included as standard.
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, with the remote-controlled tower crane unit evidenced — the typical qualification route to the Blue Skilled Worker CSCS card.

What the remote-controlled tower crane unit covers
Within the Plant Operations Certificate, this unit covers operating remote-controlled tower cranes to lift and transfer loads. It is a different unit from the cab-operated tower crane, which sits under the Plant Operations Diploma — see the Tower Crane NVQ if you work from the cab. Your certificate reflects only the unit you’re registered for and evidenced on; operate both control types and we’ll map the right combination at enrolment.
Who this NVQ is for
Experienced remote-console tower crane operators — typically on self-erecting cranes for housebuilders and RC city cranes on constrained sites. You should be operating with minimal supervision on daily lifts. Typical evidence: pre-use checks including console and emergency-stop function, positioning yourself for clear sightlines, lifts coordinated with (or as) the slinger/signaller, managing zoning and height limits, responding to wind speeds, and securing crane and console at shift end.
Entry requirements
No formal entry qualifications. You must currently operate a remote-controlled tower crane on a site a CTG assessor can visit. New operators should complete crane training first — the NVQ assesses existing competence.
CSCS card route
This Level 2 NVQ is the typical qualification for the Blue Skilled Worker CSCS card, together with the relevant CITB Health, Safety & Environment test. Crane card routes can also involve CPCS/NPORS categories — the card schemes decide outcomes, not CTG. See our CSCS cards guide.
NVQ or NPORS — what’s the difference?
NPORS training and testing certifies operating skills (see the self-erecting tower crane category); the NVQ proves workplace competence and is what card schemes typically ask for at the competent grade. At the training stage? Start with the NPORS Self-Erecting Tower Crane course, then return for the NVQ.
Units — mandatory and optional
You achieve the GQA Level 2 NVQ Certificate in Plant Operations (Construction), qualification code 601/0453/3, through two mandatory units plus the optional machine unit for the plant you operate — drawn from the Cranes and Specialist Lifting Plant pathway group of the official GQA specification. Your assessor maps your normal shifts to these units at enrolment.
Mandatory units (all operators)
- Conforming to General Health, Safety and Welfare in the Workplace
- Conforming to Productive Working Practices in the Workplace
Your machine unit — Cranes and Specialist Lifting Plant pathway
- Preparing and operating remote controlled tower cranes to lift and transfer loads in the workplace
Operate more than one machine? Additional units from the specification can be evidenced alongside — tell us at enrolment and we’ll register the right combination.
Frequently asked questions
How long does the Remote-Controlled Tower Crane NVQ take?
Typically 4–8 weeks — housebuilding sites lift daily, so evidence gathers fast.
I sling my own loads then operate — is that a problem?
No, it’s common on self-erector sites and it’s rich evidence. The slinging role also maps to its own NVQ if you want both — see the Slinger Signaller NVQ.
Cab crane sometimes, remote the rest — which NVQ?
They’re separate units under separate qualifications. Tell us your split and we’ll register what you actually do most, honestly — not both by default.
Does the self-erector’s erection/dismantling count as evidence?
Erection sits with the crane supplier’s trained personnel; this unit assesses operation. Where you genuinely perform supervised setup duties, your assessor will judge what maps.

Entry requirements
You are already doing the work day to day, as an employee or self-employed. There are no entry qualifications and no exams — you are assessed on the job you already do.
To start Level 2 qualification you need:
- A relevant job to be assessed in. This is a competence qualification, so you must have access to real work of the right type while you are registered. No workplace, no evidence.
- Proof of identity — a passport, driving licence or similar, as the awarding body requires.
- A National Insurance number, so we can obtain your Unique Learner Number.
- Enough English to explain your work to your assessor and to talk through your evidence.
- A device with a camera — a phone is fine. Evidence is photos and short videos of your own work, uploaded to your e-portfolio.
You do not need: any prior qualification, any classroom attendance, or to sit an exam. Assessment is entirely in your workplace via a remote e-portfolio, nationwide.
Tell us about any support need, disability or learning difficulty when you enrol and we will arrange reasonable adjustments — it does not affect whether you can take the qualification.
The awarding body sets the final entry criteria for each qualification. If you are not sure whether your current role gives you the right evidence, ask us before you book — we would rather tell you honestly than register you for something you cannot complete.
